Want to make your home more comfortable, safe and energy efficient? Through our Energy Conservation Assistance Program (ECAP), income-qualified customers can access free advice, free installation of energy-saving products and free home-improvement upgrades.
ECAP offers income-qualified households a free home energy evaluation from an energy coach. Customers could also get free installation of one or more energy-saving products.
Energy coach
You’ll work with an energy coach who will review your home’s energy use. They’ll show you some simple ways to improve its energy efficiency and suggest upgrades to be installed based on what your home is eligible for. After the initial site visit, additional site visits may be scheduled to complete the installations. Additional energy-saving products may be provided to customers to install themselves.
Some customers may receive the following:
- insulation
- draftproofing
- electric heat pumps
- air conditioners
- carbon monoxide (CO) detectors
- You must have a residential electricity account with one of the following utilities:
- BC Hydro, FortisBC, New Westminster, Grand Forks, Summerland, Penticton or Nelson Hydro
- You must live in a detached house, duplex, townhouse or manufactured/mobile home.
- the current assessed value of your home may be used to determine participation in the program.
- Your combined household income must be below the maximum shown for your household size. Proof of income is required.

ECAP-specific requirements
- Products installed depend on individual characteristics of the home and other program criteria.
- Only BC Hydro electrically heated homes and FortisBC electrically heated manufactured homes are eligible for electrical heat pump upgrades.
- Apartment units and homes with other heating fuel types are not eligible for the program.
- Other program criteria apply.
- Offer subject to change.
- FortisBC will continue to fund a limited number of air conditioners for electricity customers who apply to ECAP, include a recommendation letter from their regional health authority's Home Care Program or Mental Health and Substance Abuse Program and do not receive additional upgrades, such as heat pumps, from ECAP.
FortisBC and BC Hydro work together to offer the Energy Conservation Assistance Program, so apply to your electricity provider:
FortisBC electricity or Grand Forks, Summerland, Penticton or Nelson Hydro customers
- Complete and sign the Energy Conservation Assistance Program application form.
- If you rent your home, remember to provide the Landlord Consent Form.
- Include proof of income for every member of the household 18 years or older. Please black out all information except for your name, address, effective date and income (Line 15000 on a Notice of Assessment).

Submit a copy of one of the following for each member of your household over 18 years of age.
- Notice of Assessment (NOA): submit a copy of your NOA from the Canada Revenue Agency for a current income tax return. Black out all information except for your name, effective date and income (line 15000 on NOA).
- Social Assistance: submit your monthly cheque stub, or a printed copy of your Confirmation of Assistance if registered for My Self Serve.
- Shelter Aid for Elderly Renters (SAFER): submit either your SAFER cheque stub, acknowledgment letter or benefit change letter from BC Housing.
- Rental Assistance Program: submit your Rental Assistance Program acknowledgment or benefit change letter from BC Housing.
- National Child Benefit Supplement: submit your benefit notice from Canada Revenue Agency.
- Other income: if applicable, provide documentation of foreign, rental and/or other income.
- Guaranteed Income Supplement (GIS): submit your GIS notice.
How to get your Notice of Assessment
- If you have your most current NOA, send us a copy with your application.
- If you do not have your NOA, use Canada Revenue Agency’s My Account service to view and print a copy of your information.
- You can also call them to request your NOA at 1-800-959-8281. Agents are available Monday-Friday, 3:30 a.m. to 8 p.m. PST, or on Saturday from 4:30 a.m. to 5 p.m. PST.
