Gas resource planning
The Long-Term Gas Resource Plan (LTGRP) is our roadmap for securing safe, reliable and affordable energy resources to meet our customers’ energy needs.
The Long-Term Gas Resource Plan:
- The proposed 2026 Long-Term Resource plan looks ahead to 2050 to identify a range of resource options, such as conservation and energy-efficiency activities, supplier contracts and infrastructure needs to support affordability and reliability, and energy solutions such as lower carbon gases1 as FortisBC works to meet the growing energy needs of our gas customers.
- The plan sets out how we will assess and evaluate the available resource options to identify the best overall outcome for our customers, given a range of potential future planning conditions.
- It also includes an action plan that balances affordability, reliability and sustainability to meet B.C.’s evolving energy needs through initiatives such as investing in energy-saving programs to help customers save energy and expanding access to lower carbon intensity fuels for marine and on-road transportation sectors.
- The proposed LTGRP also looks at larger issues that affect how we deliver energy to our customers, including:
- market trends and technologies in lower carbon gas
- expected future demand and system capacity
- conservation and energy management initiatives to help meet government objectives
We submitted the 2026 Long-Term Gas Resource Plan to the BCUC on March 27, 2026.

Developing a resource plan is required by the Utilities Commission Act and is guided by the BCUC. It plays an important part in our overall strategic planning.
As demand for energy grows in the regions we serve, we will continue to evaluate the potential resources that are needed to help meet the energy needs of our customers, safely, reliably and affordably. These include:
- supply markets
- pipelines, storage facilities and other infrastructure
- conservation and energy management programs
- innovative energy solutions, such as lower carbon gas resources
The proposed LTGRP outlines how we plan to meet our customers’ energy and peak demand needs, and how it can support lowering overall emissions.
We develop our LTGRPs through an ongoing process to reflect new information, input from external parties, and changing markets, technology, and policy conditions. As part of this work, we carefully study energy supply conditions and demand forecasts. We evaluate a range of scenarios and different ways to acquire resources to continue to provide safe, reliable, and affordable energy to our customers.
Engaging with interested parties, Indigenous communities and the Resource Planning Advisory Group
To understand interests and use feedback, we engaged with technical working groups representing the interests of customers, Indigenous communities and other interested parties over two years. We provided a number of opportunities throughout B.C. for interested parties in our service area to provide input into the resource plan such as in-person and virtual engagement sessions, feedback surveys, email touchpoints and other activities.
Specific components of our engagement included:
- discussions of the policy and market environment
- forecasts of our annual and peak demand
- a long-term outlook on conservation and energy management
- recommendations for system upgrades needed to meet future growth in peak demand along with potential new demand from industrial customers and increased energy use across the transportation sector
- other planning activities with the goal of providing secure, reliable and cost-effective supply for customers over the long term
- a short-term action plan to identify the steps required to implement or acquire the resources described in the LTGRP

1FortisBC uses the term lower carbon gas to refer collectively to the lower carbon gases or fuels that the utility can acquire under the Greenhouse Gas Reduction (Clean Energy) Regulation, which are: Renewable Natural Gas (also called RNG or biomethane), hydrogen, synthesis gas (from wood waste) and lignin. FortisBC's renewable and lower carbon gas portfolio currently includes only Renewable Natural Gas. Other gases and fuels may be added to the program over time. Depending on their source, all of these gases have differing levels of lifecycle carbon intensity. However, all of these gases are lower carbon when compared to the lifecycle carbon intensity of conventional natural gas. The current burner tip emission factor of RNG is 0.27 grams of carbon dioxide equivalent per megajoule of energy (gCO2e/MJ) and the current renewable and lower carbon gas portfolio lifecycle emissions for stationary combustion are -22 gCO2e/MJ. This is below B.C.'s lifecycle carbon intensity threshold of 30.8 gCO2e/MJ as set out in the 2024 Greenhouse Gas Reduction Regulation amendments.
