Dual fuel rooftop units (RTUs) provide an option for new construction and existing buildings, for non-profit organizations, to improve energy efficiency while maintaining access to the reliability of the gas system.
These are packaged units that contain a combination of an electric heat pump and gas-fired burner, which provide heating (electric or gas) and cooling (electric only).

- You must be a FortisBC gas customer under any rate class except Rate 1.
- You must operate a registered charity that provides assistance to income-qualified persons, or a housing provider that is:
- a local government
- a housing society registered under the Societies Act
- a housing co-op registered under the Cooperative Association Act or
- an Indigenous governing body that is authorized to act on behalf of Indigenous peoples
- Note: non-profit participants do not include:
- school boards or educational institutions
- health authorities or hospitals
- public libraries
- For existing buildings, the dual fuel rooftop unit must replace a gas heating system that currently serves as the building's primary source of space heating.
- You must be a property owner or long-term leaseholder of an existing commercial or industrial building or the builder, developer or owner of a new commercial building.
- You must submit your application and supporting documents no later than 365 days after the product purchase date as shown on the invoice. Our updated rebates apply to eligible projects with invoices dated on, or after, July 4, 2025.
- You must have a contractor licensed with Technical Safety BC install your dual fuel rooftop unit(s). You can find one through our Trade Ally Network.
- You must install products with a lockout (switchover) temperature consistent with your climate zone and you must agree to switch to gas heating, based on the table below:

Dual fuel rooftop unit product eligibility
Products must be included in and meet all criteria found on the eligible product list at the time of purchase, as shown on the proof of purchase. If you have questions, contact us before purchasing and installing equipment.
- Before you buy dual fuel RTU equipment, ensure it is eligible for the rebate. If you have questions, contact us before purchasing and installing equipment.
- Have a contractor licensed with Technical Safety BC install your heat pump system. You can find one through our Trade Ally Network.
- Apply online for your dual fuel RTU rebate within 365 days of the purchase date (as shown on the paid invoice). Your application must include a copy of the product specification sheet and paid invoices showing product type, quantity, make, model number and total installed cost (before tax).
