New home construction

Building a new home to high-efficiency standards above and beyond the requirements of the BC Building Code? We offer rebates to support the construction of high-performance, energy-efficient and comfortable homes throughout our natural gas and electricity service areas. 

For new homes with permits dated after March 29, 2018

​For projects permitted after March 29, 2018, incentives for the New Home Program will be based on the levels of the new BC Energy Step Code—an energy-efficiency performance standard designed to help the province meet its climate action targets.

More details on how to apply for the new rebates aligned with the levels of the BC Energy Step Code will be coming soon.

For new homes with permits dated up to and including March 29, 2018

Are you eligible?

To qualify for incentives through this program, the home(s) must be:

  1. new construction and built in FortisBC's electricity* and/or natural gas service areas
  2. completed construction by December 31, 2018, with applications submitted by March 31, 2019.
  3. constructed on a permanent foundation, to a maximum of 600 metres in area and four storeys high
  4. one of the following:
    • detached house (may include a secondary suite)
    • attached houses (e.g. semi-detached, row house or attached house with or without a secondary suite)
    • multi-unit residential building (e.g. stacked townhouses, duplexes, triplexes and wood frame apartment buildings)
    • laneway homes

*Includes Grand Forks, Penticton, Summerland and Nelson Hydro.


Available rebates

Option 1: build a home a minimum of 20 per cent more efficient than code to achieve the ENERGY STAR for New Homes Standard1 (or an EnerGuide®2 rating of 82 or above for laneway homes).

How to apply

Option 1: whole home

  1. Before construction begins, contact your FortisBC natural gas energy solutions manager or electricity energy advisor to put you in touch with an energy advisor. Your advisor will help you in the design and planning stage, and support you along the way to help you achieve an ENERGY STAR certified home.
  2. Review the terms and conditions.
  3. Complete a pre-construction, mid-construction (if required) and completion consultation with your energy advisor.
  4. Your energy advisor will submit your application on your behalf within six months of the issuance of the building occupancy permit.
  5. If your project is a laneway house (EnerGuide 82), complete the EnerGuide 82 application.

 Option 2: high-efficiency natural gas appliances

  1. Review the terms and conditions.
  2. Install qualifying appliances by December 31, 2018.
  3. Submit your completed and signed application along with copies of purchase invoices which include the purchase date and make and model numbers of appliances.  Note: if applying for rebates for a multi-family unit, please use the bulk application form.
  4. Email your application and supporting documents to If you qualify, we’ll mail you the rebate. Please allow up to 90 days to process.
