Air Source/Heat Pump (Central System) and Heat Pump Water Heater Program Rebate - terms and conditions

The Air Source Heat Pump (Central System) and Heat Pump Water Heater (the “Program”) is being offered by FortisBC Inc. (“FortisBC”). In order to participate in the Program, eligible customers (each, a “Customer”) must comply with the following terms and conditions.


  1. Rebates are available under the Program for qualifying  central air source heat pump and heat pump hot water heater measures (the “Measures”). The rebates available under this Program are limited to Measures installed in residential residences in FortisBC’s electric service area and the service areas of Grand Forks, Summerland, Penticton and Nelson Hydro.
  2. At any time during the Term, previous Customers may reapply to the Program to receive additional rebates for any upgrades to Measures for which they have not previously received rebates. 
  3. Rebates for any particular Measures may only be claimed once, either through this Program or through other programs funded by FortisBC (including the former LiveSmart BC Efficiency Incentive program). 
  4. All equipment and products installed as part of the Measures must be new and not previously installed in another premise. The Customer is responsible for safe decommissioning and disposal/recycling of old equipment and ensuring it is not resold or reused.
  5. The Measures must be installed in one of the following types of residential properties: single family dwellings, duplexes, row homes, townhouses or mobile homes on a permanent foundation (collectively, the “Residence”).


Air source heat pump (central systems)

  1. To be eligible the Customer’s existing primary and backup heating system must be electric. FortisBC reserves the right to ascertain there is sufficient electric heating load at the Residence to justify paying an incentive to the Customer.
  2. Only retrofit installations are eligible for an air source heat pump (central system) rebate.
  3. The installer must supply an invoice with the makes and model numbers of all components and the Air-Conditioning, Heating and Refrigeration Institute (AHRI) certified reference number and/or a copy of the AHRI certificate for the system.
  4. Heat pump must be a minimum of one tonnage. The complete system must have a SEER of 15 or higher and HSPF of 8.5 or higher for Region IV. It is recommended that systems employ “soft-start” control. Eligibility can be checked on the AHRI website:

Electric heat pump water heaters

  1. The electric heat pump water heater (“Water Heater”) must be sized correctly as per the Northwest Energy Efficiency Alliance (NEEA) Northern Climate specification available at
  2. Water Heater must be certified to meet Canadian safety requirements by a Standard Council of Canada (SCC) accredited organization, including CSA or cUL.
  3. The Water Heater must be installed in a conditioned or semi-conditioned space, such as an unfinished basement, attached garage or heated detached garage.
  4. Eligible Water Heaters are located at Only models listed in Tier 2 or higher are eligible for a rebate.
  5. The Water Heater must be the primary water heater (if the Residence contains more than one water heater). The Water Heater must be installed as per manufacturer’s instructions.  Appropriate permits must be obtained as required by any applicable governmental authority. 
  6. Proof of installation by providing a copy of the invoice that contains the purchase and installation date and if self-installed, a photo of the installed model plus a photo showing the nameplate on the unit.

Customer application process

  1. To be eligible for a rebate, Customers must submit a copy of the completed application. Application forms must be submitted with a copy of the purchase invoice(s) for the eligible Measures that contain the purchase date, details of the work performed, make and model number(s) and indicates full payment in order to allow confirmation that the Measure(s) meets the Program criteria, to the FortisBC Rebate Program, to:

  2. Only those Measures purchased and installed from May 1, 2016 to December 31, 2017 will be considered by FortisBC for rebate eligibility. Applications and supporting documents must be submitted within 60 days of your invoice date. Processing of applications may take a minimum of 90 days. FortisBC will not be responsible for any late, lost, incomplete, illegible, misdirected, stolen, delayed, damaged or destroyed application forms, or otherwise failures or circumstances affecting, disrupting or corrupting the Program.  Rebates will be issued in the form of a cheque to the Customer.
  3. FortisBC reserves the right to refuse applications that it determines, in its sole discretion, are incomplete, inaccurate or otherwise do not meet program requirements

General Terms and Conditions

  1. FortisBC reserves the right to amend, modify or terminate this program at any time based on funding limitations or for any other reason, without notice. 
  2. The Customer is solely responsible for full payment of contracts with third party contractors.  FortisBC will have no obligation to pay the amount of the rebate to the Customer if the contract has not been completely performed, or pay out to the Customer any greater amount than the amount of the rebate herein agreed.
  3. The Customer is responsible for meeting all Program requirements and complying with all applicable laws, regulations and bylaws regarding permits, codes, restrictions or inspections in relations to appliances, products or equipment installed.
  4. FortisBC's decisions relating to the program, including, without limitation, product acceptability, Customer eligibility and amount of rebate, shall be final and binding and not subject to appeal.
  5. Any rebate(s), discount(s) and/or incentive(s) offered and/or provided by any manufacturer, distributor, dealer and/or installer, are separate and distinct from this Program. FortisBC will not be responsible for any rebate(s), discount(s) and/or incentive(s) offered and/or provided by any manufacturer, distributor, dealer and/or installer, or the administration thereof.
  6. The Customer agrees that the selection, purchase, installation and ownership/maintenance of the Measures listed in the application form are the sole responsibility of the Customer and that the provider(s) of same is/are not affiliated with FortisBC or any of its rebate programs. The Customer acknowledges that FortisBC makes no representation or warranty, whether express or implied, in respect of any Measures that the Customer has chosen and are the subject of this application. The Customer agrees that FortisBC has no liability concerning any estimated energy savings of any of the Measures, and/or the installation, performance, use or fitness, of the same for the Customer’s purpose. 
  7. The Customer shall release from all liability and hold FortisBC, its directors, officers, employees and agents harmless from and against any and all claims, damages, losses, costs and expenses which it or any of them may at any time incur or suffer as a result of or arising out of any injury to persons (including death) or loss of or damage to property or any such cause of action known to law which may be or be alleged to be caused or suffered as a result of this agreement or the Program, including, but not limited to, the installation, operation or maintenance of the Measures.

Measurement, verification and evaluation

  1. By applying for this Program, the Customer agrees that FortisBC may, at its discretion, evaluate the newly installed appliance(s) at the Customer’s Residence for the purposes of verifying installation.
  2. “Customer Information” means all information disclosed by the Customer in any Program application materials, including personal information disclosed by the Customer, and any billing, energy use and consumption information for the Residence at which the new appliances(s) are installed for a  period of two years before and two years after such installation. By applying for this Program, the Customer acknowledges and agrees that: 
    • FortisBC collects and uses the Customer Information in order to process, administer and evaluate the Program and develop other FortisBC energy efficiency programs;
    • FortisBC may contact the Customer by phone, direct mail or similar method to evaluate the effectiveness of the Program, which may include surveys;
    • FortisBC may retrieve the Customer’s billing, energy use and consumption information from the FortisBC account database for the period set out above in order to analyze consumption behaviour and energy savings attributable to the Program; and
    • FortisBC may disclose the Applicant Information to its affiliates in order to administer and evaluate this Program and develop other energy efficiency programs.
