A timeline

January to May 2017: Cost of Service Analysis (COSA) 

  • February  2017: Contracted third-party to conduct COSA 
  • May 2017: Received preliminary COSA results
What is COSA?

​All utilities review cost of service allocation and rate design periodically to ensure rates reflect the fair and equitable allocation of costs. A Cost of Service Analysis or COSA determines the cost of providing electrical service by customer class, such as residential or commercial. Once a COSA is done, the results are used in our rate design process with the aim that rates paid by a given customer class should reflect the cost of providing service to that class, and that classes of customers are not unduly subsidizing each other.

June to December 2017: Rate design development and public consultation 

  • June 2017: Public consultation in Kelowna, Oliver and Castlegar 
  • July 2017: Follow-up consultation in Kelowna, Oliver and Castlegar
  • December 22: Submitted application to the BCUC

January to December 2018: BCUC review 

  • February 13 and 16: Public information sessions in Kelowna and Castlegar and online 
  • February 23: Registration as intervener or interested party
  • March 6: Procedural Conference in Kelowna
  • March 29: BCUC and intervener information requests
  • April 24: FortisBC responses due for intervener information requests
  • TBD: Further process 
  • Fall/winter: Final decision (exact date to be determined)
