What is COSA?

All utilities review cost of service allocation and rate design periodically to ensure rates reflect the fair and equitable allocation of costs. A Cost of Service Analysis or COSA determines the cost of providing electrical service by customer class, such as residential or commercial. Once a COSA is done, the results are used in our rate design process with the aim that rates paid by a given customer class should reflect the cost of providing service to that class, and that classes of customers are not unduly subsidizing each other.
