Cost of Service Analysis (COSA)

January 1, 2009 Rate Increase

The British Columbia Utilities Commission (BCUC) has approved FortisBC’s 2009 rate application, which will result in a 4.6% general rate increase effective January 1, 2009. The rate increase is required due to ongoing investment in infrastructure and increasing power purchases driven by customer growth and increased demand for electricity.

Residential Rates

Bi-monthly Residential Service:

Customer Charge $23.74 based on 60 day billing period. All kWh are billed @ 7.463 ¢ per kWh.

Time of Use

Customers billed under the Time Of Use schedule (Time Of Use meter required) will be billed a standard charge of $23.74 per two month period plus consumption billed at the rates below:

Summer (July, August)

On-Peak Hours:

      • 9:00 am - 11:00 am Monday - Friday: 12.521¢ / kWh
      • 3:00 pm - 11:00 pm Monday - Friday: 12.521¢ / kWh

Off-Peak Hours:

      • 11:00 pm - 9:00 am Monday - Friday: 4.056 ¢ / kWh
      • 11:00 am - 3:00 pm Monday - Friday: 4.056 ¢ / kWh
      • All hours on Saturday and Sunday: 4.056 ¢ / kWh

All other months

On-Peak Hours:

      • 8:00 am - 1:00 pm Monday - Friday: 12.521¢ / kWh
      • 5:00 pm - 10:00 pm Monday - Friday: 12.521¢ / kWh

Off-Peak Hours:

      • 10:00 pm - 8:00 am Monday - Friday: 4.056 ¢ / kWh
      • 1:00 pm - 5:00 pm Monday - Friday: 4.056 ¢ / kWh
      • All hours on Saturday and Sunday: 4.056 ¢ / kWh

Commercial Rates

Small General Service:

This rate is for non-residential customers whose electrical demand is generally not more than 40 kW and can be supplied through one meter.

Customer Charge $28.61 based on 60 day billing period.
First 16000 kWh are billed @ 8.507 ¢ per kWh.
Next 184,000 kWh are billed @ 6.459 ¢ per kWh.
Balance of kWh are billed @ 4.795 ¢ per kWh.

General Service:

This rate is for non-residential customers whose electrical demand is generally greater then 40 kW but less then 500 kW and can be supplied through one meter.

Customer Charge $14.30 based on 30 day billing period.
First 8000 kWh are billed @ 8.507 ¢ per kWh.
Next 92000 kWh are billed @ 6.459 ¢ per kWh.
Balance of kWh are billed @ 4.795¢ per kWh.
